The Reserve has long been recognized as containing critical areas for wildlife. Although originally set aside as a “Naval Petroleum Reserve” in 1923 by the Harding Administration, in 1976, Congress transferred jurisdiction for the Reserve to the Department of Interior and reserved for itself decisions about protection for key resources.
